Chapter I General Provisions
Article 1 In order to regulate the development, services, and management of members of the Global Computing Consortium (hereinafter referred to as "the Consortium"), protect the rights and interests of members and the reputation of the Consortium, fully leverage the Consortium's role in the development of the computing industry ecosystem, and ensure the healthy and orderly development of the Consortium, these Measures are hereby formulated in accordance with the "Charter of the Global Computing Consortium" and the "Organizational Management Measures of the Global Computing Consortium" (hereinafter referred to as the "Organizational Management Measures").
Article 2 The basic conditions for membership, basic rights, and obligations of members shall be implemented in accordance with the provisions of the Consortium's Organizational Management Measures.
Article 3 Consortium members shall abide by the Consortium's Organizational Management Measures and these Measures, conscientiously fulfill their member obligations, and properly exercise their member rights within the Consortium.
Article 4 Consortium members have the right to voluntarily join or withdraw from the Consortium.
Chapter II Members
Article 5 Members of the Consortium are all institutional members, categorized as Ordinary Members (academic category and enterprise category), Silver Members, Gold Members, and Platinum Members.
Article 6 Branch (representative) organizations of the Consortium are composed of Consortium members. Non-member entities must first join the Consortium as members before participating in any branch (representative) organization.
Article 7 Member entities shall designate a daily contact person and a member representative to exercise rights and fulfill member responsibilities on behalf of the entity, and shall notify the Secretariat in writing (or by official email). If a member entity joins a branch organization of the Consortium, it shall also designate one representative (corresponding to one branch organization) or multiple representatives (corresponding to different branch organizations), and shall notify the Secretariat in writing (or by official email).
Chapter III Membership Qualification and Application Procedures
Article 8 Members of the Consortium shall be entities engaged in computing-related products and solutions, including technology providers, manufacturers, system integrators, service providers, enterprise users, universities, research institutes, and professional institutions, and shall endorse the Charter of the Consortium.
Article 9 Entities applying to join the Consortium shall submit the following materials:
1. "Application Form for Membership of the Global Computing Consortium" with the official seal affixed;
2. A photocopy of the applicant's valid Business License (or Legal Person Registration Certificate).
Article 10 Based on the level of membership applied for, applications shall be processed according to the following procedures:
1. Applications for Academic Ordinary Membership, Enterprise Silver Membership, and Enterprise Ordinary Membership shall be approved by the Secretariat as authorized by the Board of Directors; the Board of Directors shall be informed of the application results;
2. Applications for Enterprise Platinum Membership and Gold Membership shall be approved by the Board of Directors.
Article 11 For applicants accepted as Consortium members, the Secretariat shall process their admission procedures and notify them to pay membership fees as required. The Secretariat shall issue an official admission notice to the applicant, upon which the entity shall become an official member of the Consortium. The Secretariat shall issue a membership certificate and update the member list on the Consortium's website and other public materials of the Consortium.
Chapter IV Member Services
Article 12 Ordinary Enterprise Members of the Consortium enjoy the following rights:
1. May nominate 1 representative to participate in the election of a Director jointly designated by Ordinary Members;
2. During the term as a Board member, may designate 1 technical expert to participate in the Technical Committee;
3. During the term as a Board member, may apply to establish new Professional Committees, Industry Development Committees, or Industry Branches;
4. During the term as a Board member, may apply to serve as the Director or Committee Member of the management team of a branch organization;
5. During the term as a Board member, enjoy long-term special exhibitions at the Consortium Exhibition Hall / Joint Laboratory;
6. Free 1 Bronze-level sponsorship at the Consortium's annual events; 30% discount on the Consortium's special publication services;
7. 30% discount for 2 times in the Consortium's annual testing and certification; free 2 person-times of Consortium-organized training;
8. Consortium members have priority access to white papers, technical reports, and other materials published by the Consortium;
9. Other designated rights as specified in the branch organization's working regulations within the branch organization.
Article 13 Silver Members of the Consortium enjoy the following rights:
1. May nominate 1 representative to participate in the election of a Director jointly designated by Silver Members;
2. During the term as a Board member, may designate 1 technical expert to participate in the Technical Committee;
3. During the term as a Board member, may apply to establish new Professional Committees, Industry Development Committees, or Industry Branches;
4. During the term as a Board member, may apply to serve as the Director of the management team of a branch organization;
5. May apply to serve as a Committee Member of the management team of a branch organization;
6. During the term as a Board member, enjoy long-term special exhibitions at the Consortium Exhibition Hall / Joint Laboratory;
7. Free 2 Silver-level sponsorships at the Consortium's annual events; 1 marketing activity organized by the Consortium based on the member's specific requests; 50% discount on the Consortium's special publication services;
8. Free 1 time in the Consortium's annual testing and certification; free 3 person-times of Consortium-organized training;
9. Consortium members have priority access to white papers, technical reports, and other materials published by the Consortium;
10. Other designated rights as specified in the branch organization's working regulations within the branch organization.
Article 14 Gold Members of the Consortium enjoy the following rights:
1. May nominate 1 representative to participate in the election of a Director jointly designated by Gold Members;
2. During the term as a Board member, may designate 1 technical expert to participate in the Technical Committee;
3. During the term as a Board member, may apply to establish new Professional Committees, Industry Development Committees, or Industry Branches;
4. May apply to participate in the Strategic Advisory Committee;
5. May apply to serve as the Director or Committee Member of the management team of a branch organization;
6. During the term as a Board member, enjoy long-term special exhibitions at the Consortium Exhibition Hall / Joint Laboratory;
7. Free 2 Gold-level sponsorships at the Consortium's annual events; 2 marketing activities organized by the Consortium based on the member's specific requests; free 1 special publication service from the Consortium;
8. Free 2 times in the Consortium's annual testing and certification; free 5 person-times of Consortium-organized training;
9. Consortium members have priority access to white papers, technical reports, and other materials published by the Consortium;
10. Other designated rights as specified in the branch organization's working regulations within the branch organization.
Article 15 Platinum Members of the Consortium enjoy the following rights:
1. May designate 1 Director representative to participate in the Board of Directors;
2. May designate 1 technical expert to participate in the Technical Committee;
3. May apply to establish new Professional Committees, Industry Development Committees, or Industry Branches;
4. May apply to participate in the Strategic Advisory Committee;
5. May apply to serve as the Director or Committee Member of the management team of a branch organization;
6. Enjoy long-term special exhibitions at the Consortium Exhibition Hall / Joint Laboratory;
7. Free 2 Platinum-level sponsorships at the Consortium's annual events; 4 marketing activities organized by the Consortium based on the member's specific requests; free 2 special publication services from the Consortium;
8. Free 3 times in the Consortium's annual testing and certification; free 10 person-times of Consortium-organized training;
9. Consortium members have priority access to white papers, technical reports, and other materials published by the Consortium;
10. Other designated rights as specified in the branch organization's working regulations within the branch organization.
Article 16 Ordinary Academic Members of the Consortium enjoy the following rights:
1. May nominate 1 representative to participate in the election of a Director jointly designated by Ordinary Academic Members;
2. During the term as a Board member, may designate 1 technical expert to participate in the Technical Committee;
3. During the term as a Board member, may apply to establish new Professional Committees, Industry Development Committees, or Industry Branches;
4. May apply to participate in the Strategic Advisory Committee;
5. May apply to serve as the Director or Committee Member of the management team of a branch organization;
6. During the term as a Board member, enjoy long-term special exhibitions at the Consortium Exhibition Hall / Joint Laboratory;
7. Free 2 Bronze-level sponsorships at the Consortium's annual events; free 1 special publication service from the Consortium;
8. Consortium members have priority access to white papers, technical reports, and other materials published by the Consortium;
9. Other designated rights as specified in the branch organization's working regulations within the branch organization.
Chapter V Membership Withdrawal, Qualification Transfer, and Disciplinary Actions
Article 17 If a member withdraws from the Consortium, a written notice shall be submitted to the Secretariat 30 days in advance, and all tangible assets borrowed from the Consortium shall be returned simultaneously. Tangible and intangible assets contributed by the member to the Consortium during the membership period, if owned by the member according to the Consortium's regulations, may be retained by the member.
Article 18 If a member has any of the following circumstances, the Consortium membership may be revoked. For Enterprise Members at the Platinum, Gold, or Silver level, approval shall be obtained through a vote by the Board of Directors; for Ordinary Members (Enterprise and Academic categories), approval shall be granted by the Secretariat as authorized by the Board of Directors. The Secretariat shall notify the member accordingly, and the matter shall be reported at the next General Meeting of Members:
1. The member seriously violates these Measures, the Consortium's Organizational Management Measures, or other rules and regulations of the Consortium, or seriously obstructs the normal operations of the Consortium;
2. The member fails to pay annual fees on time and fails to take remedial measures over an extended period after being reminded by the Secretariat;
3. The member seriously violates confidentiality provisions, or causes damage to the Consortium or other members of the Consortium;
4. The member maliciously damages the reputation of the Consortium.
Article 19 Within 30 days after the Secretariat sends the expulsion notice to the member, the expelled member may file an appeal. If the Secretariat's mediation cannot resolve the matter, the Board of Directors may review and decide to restore membership or maintain the expulsion decision, and shall report at the next General Meeting of Members.
Article 20 The membership qualifications of Consortium members are non-transferable. If a Consortium member is acquired by or merged with a third party, the member may transfer its membership to the successor, provided that the successor obtains approval from the Board of Directors and agrees to comply with the Consortium's organizational management rules and other policy documents adopted by the Board of Directors, including intellectual property policies.
Chapter VI Supplementary Provisions
Article 21 These Measures shall be interpreted by the Secretariat as authorized by the Board of Directors of the Consortium.
Article 22 These Measures were adopted at the second meeting of the first Board of Directors on July 19, 2024.
Article 23 These Measures shall be implemented from the date of their promulgation.
The Global Computing Consortium (hereinafter referred to as “we”, “us”, or “our”) values your privacy and is committed to protecting the personal information you provide when using our website and participating in event registration. This Privacy Policy explains how we collect, use, store, and protect your personal information. This Privacy Policy is not intended to apply to individuals under the age of 18; if necessary, such individuals should provide personal information only under the supervision of a guardian.

1.Personal identification information: name, gender, company, position, contact details (including email and telephone), branch(es) joined, and other necessary information recorded electronically or otherwise that relates to an identified or identifiable individual.
2.Eventrelated information: topics of interest, purpose of participation, etc.
3.Payment information: when fees are involved, we collect payment methods and related information.
4.Browsing behaviour: we use cookies to collect nonidentifiable browsing preferences to improve user experience. We do not associate information collected through cookies with your personal account or identity. You may enable or disable cookies through your device’s browser settings.
5.Multimedia recording information: at events, we may take photos, record audio, or capture video, which may include your portrait, voice, and participation images. Such data may be used for event documentation, promotional reporting, academic research, etc.
III. Use of Information
1.Process registration applications and communicate event details.
2.Send event notifications, reminders, and latest updates.
3.Organise and manage events (e.g., seating arrangements, material preparation).
4.Improve service experience and optimise content based on feedback.
5.In accordance with applicable laws, we may process your personal information without obtaining your consent in the following circumstances:
(1) where necessary for compliance with legal or regulatory obligations;
(2) directly related to national security or national defence;
(3) directly related to public safety, public health, or major public interests;
(4) directly related to criminal investigations, prosecutions, trials, or enforcement of judgments;
(5) where necessary to protect your or another person’s significant legitimate rights and interests, but obtaining consent is impracticable;
(6) information that you have made publicly available;
(7) information collected from legally disclosed public sources (e.g., news reports, government information disclosures).
6. Lawful Basis for Processing
We process your personal information only when we have a valid legal ground under applicable data protection laws . For each processing activity, we rely on one of the following bases:
(a) Contractual necessity:for registration, event management, and communication necessary to provide our services to you;
(b) Compliance with legal obligations:where we are required by law to process your data;
(c) Legitimate interests:for improving our website, sending event‑related notifications, and promoting our activities, provided that such interests are not overridden by your data protection rights; and
(d) Consent:for optional uses such as promotional multimedia publication, which we will obtain separately.

7. International Transfers of Your Personal Information
As we are based in China, your personal information may be transferred to, stored at, and processed in China. For transfers from the European Economic Area (EEA), we rely on appropriate safeguards to ensure an adequate level of protection. IV. Information Storage
1.Stored on secure servers with measures such as encryption and access controls.
2.Retention periods:
- Registration and account information (name, email, company, etc.) will be retained for the duration of your active account and for a reasonable period thereafter to handle any post‑service matters, unless you request earlier deletion.
-Multimedia recordings will be retainedno more than10years after the end of the relevant event, unless you withdraw consent or request deletion earlier.
-Payment information will be retained as required by applicable tax and financial regulations.
-After the retention period expires, we will delete or anonymise your information.
3.Personal information related to registration and login will be retained for the duration of your use of our services (to ensure service continuity).
V. Information Security
1.Technical measures: data encryption, access control, security auditing.
2.Risk notice: the internet is not absolutely secure; we will make every effort to protect your information. In the event of a security incident, we will notify you in a timely manner.
3.Special protection for multimedia information: encrypted storage, restricted access rights, and unauthorised alteration is prohibited.
4.The protection measures of this website apply only to this website. Once you leave this website, we have no obligation to protect information you submit on other platforms, regardless of whether you accessed or browsed those platforms through links or guidance from this website.
VI. Your Rights
Under the GDPR and other applicable laws, you have the following rights regarding your personal information:
1.Right of Access: to obtain confirmation of whether we process your data and to request a copy.
2.Right to rectification:to correct inaccurate or incomplete data.
3.Right to erasure:to request deletion of your data under certain conditions.
4.Right to restriction of processing:to request that we limit processing in specific situations.

We will respond to your requests within one month of verifying your identity. These rights are generally free of charge, but we may charge a reasonable fee for manifestly unfounded or excessive requests.
Account cancellation:you may submit a cancellation requestthrough "X. Contact Us". After cancellation, we will immediately delete your personal information and any organisations or data you have created (if any). This operation is irreversible (information and data cannot be recovered), so please consider carefully.
VII. Intellectual Property
1.All eventrelated materials are copyrighted by the Global Computing Consortium.
2.You may not copy, distribute, or disseminate event materials without permission; participants shall not publish other individuals’ portraits or event recordings without authorisation.
VIII. Policy Changes
1.We reserve the right to update or amend this Policy from time to time. Revised versions will be posted on the official website and at the relevant event registration pages. Unless otherwise specifically stated, the Privacy Policy becomes effective immediately upon publication.
2.Continued use of our services constitutes acceptance of the updated terms. If you do not agree to the revised terms, you may stop using our services and contact us.
IX. Governing Law and Dispute Resolution
1.This Policy shall be governed by the laws of the People’s Republic of China.
2.Any dispute shall first be settled through friendly negotiation; if negotiation fails, the dispute shall be submitted to the competent court in the place where the Consortium is domiciled.
If you are a resident of the European Economic Area, you also have the right to bring proceedings before the courts of your country of habitual residence in accordance with applicable data protection laws.
